OJK Adds Another Licensed Crypto Trader. What Does It Mean?

Indonesia’s Financial Services Authority, or OJK, granted a Digital Financial Asset Trader license to PT Gudang Kripto Indonesia on September 22, 2026. The approval increased the number of licensed digital financial asset traders to 28 companies.

Indonesia’s licensed crypto-trading ecosystem now consists of 34 entities: two crypto exchanges, two clearing and settlement institutions, two custodians, and 28 digital financial asset traders. The number of traders increased from 26 in June after OJK licensed PT Indonesia Digital Exchange in August and PT Gudang Kripto Indonesia in September.

The additional license gives users a wider selection of legal trading platforms and completes part of the licensing transition previously transferred from the Commodity Futures Trading Regulatory Agency, or Bappebti, to OJK. Licensed status also introduces continuing obligations concerning governance, reporting, risk management, data protection, marketing, and consumer-fund handling.

An OJK license does not guarantee that users cannot suffer losses. Crypto prices remain volatile, platforms still face operational and cybersecurity risks, and a license does not establish that every listed asset has strong fundamentals or sufficient liquidity.

What Changed in September 2026?

OJK licensed PT Gudang Kripto Indonesia through Board of Commissioners Member Decree Number KEP-21/D.07/2026, dated September 22, 2026. The public announcement was issued on September 30.

The approval completed the application of one Prospective Physical Crypto Asset Trader whose licensing process had previously been transferred from Bappebti to OJK. OJK also reported that other applications remained under evaluation, including applications involving one exchange, one clearing institution, one custodian, and one digital financial asset trader.

As of September 2026, the licensed ecosystem consisted of:

  • 2 crypto exchanges

  • 2 clearing, guarantee, and settlement institutions

  • 2 digital-asset custodians

  • 28 digital financial asset traders

The total reached 34 entities. This is larger than the number of trading applications seen by consumers because several entities provide market infrastructure, while traders maintain the direct customer relationship.

Traders, Exchanges, Clearing Institutions, and Custodians Have Different Roles

“Crypto exchange” is commonly used as a general label for any trading application. OJK’s framework separates multiple functions so that order records, settlement, and custody do not depend entirely on one entity.

A. Digital Financial Asset Traders

A trader is the consumer’s main point of contact. It provides the application, conducts onboarding and KYC, receives orders, displays prices, processes deposits and withdrawals, and provides complaint-handling services.

A trader license means the legal entity has been authorized to perform those functions. The license does not automatically apply to a different company within the same corporate group or to an application using a similar name.

Users should match the legal name, platform name, official website, and license details against OJK’s list. This verification matters because fraudulent operators can copy the name or logo of a licensed company.

B. Crypto Exchanges

A crypto exchange provides infrastructure for matching and recording trades at the ecosystem level. Its role is not identical to that of the customer-facing trading application.

The separation supports market surveillance, transaction records, member oversight, and trading rules. The presence of an exchange does not remove a trader’s responsibilities toward consumers.

C. Clearing and Settlement Institutions

A clearing institution verifies obligations arising from transactions and supports the settlement of funds and digital assets. Its role helps align transaction records among traders, customers, and the broader infrastructure.

OJK Regulation Number 27 of 2024 also requires a trader to forward asset or fund withdrawal requests to the clearing institution for verification. The additional process can strengthen controls, but users should still understand processing times and withdrawal requirements.

D. Crypto Custodians

A custodian safeguards digital financial assets. Its functions include wallet management, private-key security, balance records, and controls over asset transfers.

Separate custody can reduce dependence on a single trading platform, but it cannot eliminate storage risk. Users still need to assess cold-wallet arrangements, asset segregation, access procedures, audits, and incident-response policies.

What Must a Licensed Trader Do?

OJK Regulation Number 27 of 2024 covers licensing, governance, risk management, information-system security, reporting, personal-data protection, anti-money-laundering controls, and consumer protection in digital financial asset trading.

The regulation was amended through OJK Regulation Number 23 of 2025. Additional reporting requirements were established under OJK Board of Commissioners Regulation Number 3 of 2026, effective September 1, 2026. These requirements include monthly reports, self-assessments of risk management, annual activity reports, and incident reports.

A license is therefore more than an entry on a public list. Traders must meet continuing obligations and may face inspections or sanctions if they breach the rules.

Marketing requirements offer one practical example. Under Article 124 of OJK Regulation Number 27 of 2024, trader communications must at least:

  • Be transparent and not misleading.

  • Include warnings concerning risk and price volatility.

  • Avoid creating the impression of high and guaranteed returns.

  • Avoid using fear of missing out to pressure consumers into buying.

  • Refrain from recommending that consumers buy digital assets with borrowed money.

What Are the Potential Benefits for Users?

A Wider Choice of Legal Platforms

An additional licensed trader gives consumers more options within Indonesia’s regulated framework. Greater competition can encourage lower costs, better applications, stronger customer service, wider product access, and faster transactions.

More companies do not necessarily create effective competition if trading volume remains concentrated among a few platforms. Users should compare service quality rather than relying only on the number of licensed entities.

A Clearer Complaint Process

Licensed traders must provide complaint-handling mechanisms and comply with consumer-protection requirements. A dispute can be documented through the platform’s internal process and, when appropriate, escalated through OJK’s consumer channels.

An official process does not guarantee that every loss will be reimbursed. The outcome depends on the cause of the incident, transaction evidence, user conduct, service terms, and each party’s legal obligations.

Continuing Regulatory Supervision

OJK can require periodic and incident reports, conduct supervision, and impose sanctions. Continuing oversight is more meaningful than a one-time review conducted only when a license is issued.

License status can also change. OJK may issue warnings, restrict activities, or revoke a license when a company no longer meets the requirements. Users should consult the latest official list instead of relying on an old advertisement or license screenshot.

Functional Separation Can Reduce Concentrated Risk

The exchange, clearing, custody, and trader structure divides the transaction process across several layers. By design, this reduces reliance on a single company controlling orders, funds, records, and custody simultaneously.

The risk does not disappear. It becomes a network of operational dependencies. A disruption involving the clearing institution, custodian, settlement bank, blockchain, or trader may still delay transactions.

Four Things an OJK License Does Not Guarantee

A. It Does Not Prevent Asset Prices from Falling

OJK supervises trading operators and the regulatory framework. It does not set the price of Bitcoin, Ethereum, stablecoins, or other digital assets.

An asset that may legally be traded can still lose substantial value. A trader’s license should not be interpreted as a recommendation to purchase a particular token.

B. It Does Not Eliminate Platform Disruptions

A licensed system can still experience maintenance, withdrawal delays, liquidity problems, cyberattacks, human errors, or failures involving third-party service providers.

The main difference is that the company operates within a framework of responsibilities and regulatory supervision. That framework can improve accountability, but it cannot create a failure-proof system.

C. It Does Not Guarantee Full Reimbursement

Crypto assets are not bank deposits and do not receive the same treatment as savings protected by Indonesia’s Deposit Insurance Corporation.

Users should not assume that losses caused by price movements, incorrect transfers, phishing, or a platform incident will automatically be reimbursed. Responsibility must be determined based on the cause of the loss and the applicable rules.

D. It Does Not Make Every Product Equally Safe

Spot trading, staking, yield products, lending, tokenized assets, and derivatives have different risk structures. A trader license does not mean every feature offers identical protection.

Users should review fees, lock-up periods, settlement mechanisms, the source of yield, leverage, liquidation risk, and the entity holding the assets for each product.

The Industry Is Growing, but Incidents Still Occur

OJK reported 23.21 million consumer accounts at digital financial asset traders in August 2026, up 1.23% from 22.93 million accounts in July. Monthly crypto transaction value reached Rp23.16 trillion, increasing 12.87% from Rp20.52 trillion.

The number of accounts is not the same as the number of active individuals. One person may hold multiple accounts, while some registered accounts may not be used for trading.

OJK also reported five incidents involving the digital financial asset and crypto ecosystem during August and September 2026. The response involved OJK supervisors, the Indonesia Anti-Scam Centre, Bank Indonesia, banks, clearing institutions, traders, and payment-service providers.

The figures illustrate both sides of industry growth. Consumer accounts and transactions are increasing, while fraud, unusual transactions, cybersecurity threats, and misuse of payment accounts remain material risks.

How to Verify a Crypto Trader

Legal status should be checked through OJK’s official list rather than social-media claims or platform advertisements.

Users can take the following steps:

  1. Open OJK’s official list of digital financial asset trading operators.

  2. Match the legal company name with the platform name.

  3. Check the date and number of the licensing decision.

  4. Confirm that the website domain and application come from official sources.

  5. Avoid links sent by unknown accounts.

  6. Recheck the list before transferring a significant amount of money.

The whitelist confirms that an entity has the status stated by OJK. It does not determine whether a crypto asset is attractively priced, suitable for a particular user, or likely to generate a return.

What Should Users Monitor Next?

The value of additional licenses should be judged by their effect on industry quality. A larger number of traders becomes meaningful when it improves competition, fee transparency, execution quality, asset security, complaint handling, and system resilience.

Useful indicators include:

  • Changes to OJK’s licensed-trader list.

  • Regulatory sanctions or activity restrictions.

  • Transaction volume and active-user numbers.

  • Deposit and withdrawal processing times.

  • Spreads and liquidity depth.

  • The number and nature of consumer complaints.

  • Cybersecurity incidents and recovered funds.

  • Custody transparency and segregation of customer funds.

The additional licensed trader gives consumers more choices within a supervised ecosystem. It also creates a clearer basis for governance, reporting, marketing, and complaint handling.

Licensed status is not a substitute for research and risk management. Users still need to verify current legal status, secure their accounts, understand product structures and fees, assess liquidity, and determine whether they can tolerate crypto-market volatility.

POSCO Trade Receivables Go Onchain: Why It Matters

POSCO Trade Receivables Go Onchain: Why It Matters

One of the most practical real-world asset use cases is moving beyond proof-of-concept. POSCO International America has worked with trade-finance platform Olea and digital asset infrastructure provider Intain to tokenize real trade receivables and record them onchain, connecting blockchain technology directly with working-capital finance. The POSCO trade receivables transaction is notable because the underlying assets came from actual trade workflows rather than synthetic blockchain-native assets. Before registration onchain, Intain reconciled information across invoices, purchase orders, credit notes and shipment documents. The verified receivables were then converted into tokenized digital assets, with the transaction executed on Intain’s Layer 1 network using Avalanche infrastructure

FTIXX Lynq: Goldman's $100B Fund Connects to Crypto Rails

Goldman Sachs is making its Financial Square Treasury Instruments Fund, known by the institutional share-class ticker FTIXX, available to qualified U.S. participants through Lynq, a real-time settlement and treasury-management network used by digital-asset institutions. The integration gives crypto-native trading firms a new way to place idle cash into an established Treasury money market fund between transactions while retaining access to capital when it is needed again. FTIXX had approximately $105 billion in net assets at the end of August 2026, making the connection notable for the scale and institutional maturity of the underlying product.
