While the committee’s focus is on agricultural and commodity-related aspects of digital assets, broader issues, such as securities oversight, stablecoin regulation, and overall market structure, will be addressed by the Senate Banking Committee, the bill’s next stage. 

In a parallel move, President Trump will meet with banking and crypto leaders, including representatives from Coinbase and Ripple, on Monday to advance the Digital Asset Market Clarity Bill.

What is expected? Well, experts warn that the Banking Committee could pose a significant challenge. Overseeing the SEC, stablecoin frameworks, and broader market regulations, the committee faces high-stakes, bipartisan scrutiny.

After the Banking Committee completes its review, the two Senate versions of the bill must be reconciled into a single measure. 

Only then can it reach the full Senate, where advancing requires 60 votes to overcome a filibuster, making bipartisan support, particularly from Democrats, essential for the legislation’s passage.

If the bill clears the full Senate, it will advance to the President for final approval, completing a multi-step effort that could redefine the U.S. digital asset landscape. Supporters say the CLARITY Act offers essential regulatory clarity, promoting innovation, market growth, and investor protection, while critics warn it may favor certain stakeholders or fall short on consumer safeguards.

Although Lightning shifts most transactions off-chain, each payment channel still requires an on-chain transaction to open and (usually) another to close. As adoption grows, pressure on the blockchain grows with it. The need for a more scalable approach to managing channels is clear. Channel factories were supposed to meet this need, but where are they? In 2025, subnetworks are emerging that revive the impetus of channel factories with some new details that vastly increase their potential. They are natively interoperable with Lightning and achieve greater scale by allowing a group of participants to open a shared multisig UTXO and create multiple bilateral channels, which reduces the number of on-chain transactions and improves capital efficiency. Achieving greater scale by reducing complexity, Ark and Spark perform the same function as traditional channel factories with new designs and additional capabilities based on shared UTXOs.  Channel Factories 101 Channel factories have been around since the inception of Lightning. A factory is a multiparty contract where multiple users (not just two, as in a Dryja-Poon channel) cooperatively lock funds in a single multisig UTXO.
