What Backs Each Exchange's Reserve Claims, and What Do Regulators Have on File?
Websea's reserve figures are its own posts: 111% USDT, 100% BTC and 102% ETH on August 18 and 117%, 105% and 118% on September 15, 2026, while MEXC's come from a Hacken audit whose September snapshot put BTC at 297%.
The regulator record runs the other way: MEXC has two notices on file and our scan found none for Websea.
ChainCatcher reported the August 18 ratios alongside a statement from Websea's chief marketing officer that the platform would publish reserve data and historical reports regularly.
The September 15 ratios appear in TokenPost's report, which notes that they do not establish when the withdrawal issue will end.
A self-published ratio tells you what the exchange says it held on one day, and a third-party audit with a Merkle proof lets you confirm that your own balance is inside the total.
MEXC's proof-of-reserves page carries the Hacken reports, and the September snapshot showed BTC at 297%, USDT at 119%, USDC at 111% and ETH at 111% of user balances.

In its May 26, 2026 press release, the Seychelles Financial Services Authority stated that MX Global Ltd, which it identifies as the operator of the MEXC platform, has never been issued a licence under its Virtual Asset Service Providers Act to conduct virtual asset activities, and that it is initiating enforcement measures.
Dubai's Virtual Assets Regulatory Authority followed on June 22, 2026 with a notice of fines, stating that MX Global LTD had carried on unlicensed virtual asset activity from 2022 to April 2026 and had onboarded users without meeting UAE know-your-customer obligations.
Full cooperation, compliance with the cease-and-desist orders and a stated plan to seek a VARA licence are recorded in that notice as well.
