Clarity Act Alert: Vitalik Buterin Declares War on Ripple and XRP

The relationship between major blockchain ecosystems remains a closely watched topic as competition for institutional adoption grows.

A recent YouTube video from crypto commentator Digital Asset Investor has added to that conversation by claiming that an Ethereum Foundation publication contains repeated criticisms of Ripple and XRP.

Alongside those claims, he also shared his outlook on U.S. crypto legislation and XRP’s market prospects, suggesting that regulatory developments could play a significant role in the asset’s future.

According to Digital Asset Investor, he discovered an Ethereum Foundation publication titled Ethereum Basics for Governments and Institutions, which he believes presents Ethereum more favorably while portraying competing blockchain networks, including XRP Ledger, in a negative light.

He described the document as one intended for governments and institutional audiences, claiming that it contains several references criticizing Ripple and XRP.

Claims of Repeated Criticism Against XRP

During the video, Digital Asset Investor walked through multiple sections of the publication that mention the XRP Ledger. He pointed to a chart of network outages since launch, saying the document compares Ethereum with networks such as Solana, BNB Chain, Tron, and XRP Ledger while highlighting outages experienced by competing blockchains.

He also cited passages that state XRP Ledger depends on Ripple for core development and that Ripple’s influence raises governance concerns. According to his interpretation, the publication presents Ethereum as having a more decentralized validator ecosystem because it maintains a lower barrier to participation and a larger validator count.

Digital Asset Investor further highlighted sections on validator mechanisms and governance, noting that the document states XRP Ledger does not employ an automatic slashing mechanism. He also referenced a claim in the publication that Ripple controls approximately 42% of XRP’s total supply and that this level of ownership extends to validator selection through the network’s recommended node list.

While reviewing these sections, he questioned Ethereum’s own distribution history, revisiting long-standing allegations surrounding Ethereum’s initial coin offering and what he described as undisclosed early whale participants. He maintained that the publication praises Ethereum’s launch while omitting those concerns.

Vitalik Buterin and Legislative Outlook

Digital Asset Investor attributed responsibility for the publication to the Ethereum Foundation, whose public leadership includes Vitalik Buterin. He characterized the document as a direct attempt to position Ethereum ahead of rival blockchain networks in discussions with governments and institutions.

The commentator also shifted his focus to U.S. crypto regulation, mentioning prediction market odds that place the likelihood of the Clarity Act becoming law in 2026 at 51%. He suggested that negotiations in Congress could advance after lawmakers return from the holiday recess, adding that current uncertainty may be part of the legislative process rather than an indication that the bill will stall.

He concluded by pointing to market forecasts that he said anticipate a strong move for XRP, referencing prediction market expectations of higher prices and noting XRP’s growing market capitalization.

Based on those factors, Digital Asset Investor stated that he believes conditions are becoming increasingly favorable for the digital asset, while maintaining that upcoming regulatory developments could influence its trajectory.
